Subject: Re: Save Kisoro District It is 4 years when Mr. David Lubuuka has been in Kisoro. For those of us well versed with Kisoro issues we see a lot of retrogressive actions being done and this leads to undermining of government policies programmes and good intentions of government for its peopl e.
A close talk to insiders will tell you that this Gentleman who was known as RED RAT because of his drinking behaviour is non developmental. This one was even put in a letter by his former Supervisor Doctor Philemon Mateke who had even tried to mentor him but all in vain. Mr. Lubuuka never learns. He is very obstinately rigid. During Mateke administration Mr. Lubuuka concentrated on dividing his staff and uttered a lot of demotivating statements that led to high brain drain from this tiny and remotely hard to reach district.
This time because of too much out cry Mr. Lubuuka was transfered to Lwengo a transfer that was reversed and Lubuuka gained hisKisoro office this time tihgtening nuts to who ever he heard had celebrated for his exit. I am told when the staff heard of his transfer there were jubilations.

Mr. Lubuuka is accused abandoning the district leading to halting of activities and returning money back to the centre after the end of financial years He does selective prosecution on his staff, he is anti development as exemplified in many programmes and projects already in limbo, he directly sabotages government projects, he divides his staff by creating classes and turning many staff his spies, he has rendered his staff redudant and thereafter he starts wrongly accusing them with a view of interdicting them. In his discplinary procedures he does it single handedly because he disbanded the disciplinary commiittee so that he unleashes terror on his already intimidated staff He has caused a lot of labour turnover more than any where else in Uganda He has mismanaged Capacity building grant which he only decides to allocate to his spies and sycophants a good example being Rita Byiringiro,Lydia Ingabire, Wabomba Denis and Boaz who after enjoying all the capacity building preveleges decided to abandon the district he contributed to its downfall by transfering to Prime minitsers office. Mr. Boaz in particular has been the chief spy of Mr. Lubuuka and has been the masterminder behind all the mismanagement Lubuuka has done in Kisoro. Imagine a secret plan is made that capacity building is done on gentleman to assist the district in Project proposals and hadly before settling after the course he decides to run away. What a shame? Even Lydia Ngabire is trying to look for Job somewhere for fear of what she has caused to Kisoro staff
Mr. Lubuuka had made the Technical Planning committee redundant. He only meets few selected Heads of departments and calls it day. He has a very good language of appeasing teams that come for audits. Kisoro will always emerge compliant in meeting the requirements. He will at times borrow money to give these assessors and they will bail him out.
